The Chief Executive, Mr Sam Hou Fai, on 11 August published a signed article in Chinese titled “New Blueprint, New Journey, New Opportunities – Striving for High-Quality Development during Macao’s Third Five-Year Plan” in China Newsweek.

三、加快推進都市更新，建設美麗智慧澳門
III. Accelerating Urban Renewal, Building a Beautiful and Smart Macao
都市更新不僅關係城市形象，是重要的民生問題，也是促進新舊城區協調發展，培育新的經濟增長點的重要舉措。
Urban renewal is not only a matter of city image and a key livelihood issue, but also a vital measure to promote coordinated development between old and new districts, and cultivate fresh economic growth points.
“三五”時期，澳門特區政府將以都市更新為重要抓手，全面推動美麗智慧澳門建設，在確保社會大局穩定的前提下，以破格的思維和行動加快推進都市更新進程。
During the period of the MSAR’s Third Five-Year Plan, the MSAR Government will take urban renewal as a key lever in order comprehensively to advance the construction of a beautiful and smart Macao. Under the premise of maintaining overall social stability, Macao will adopt bold thinking and decisive action to accelerate the urban renewal process.
一是加強統籌規劃，明確都市更新目標。做好頂層設計，系統施策，先易後難，探索“政府引導、市場運作、因區制宜、綜合利用、重建及活化與片區開發相結合”的一整套都市更新模式，致力推動舊區面貌得到較大改善，力爭都市更新工作實現實質性破局。
1. Strengthen overall coordination and planning, and define urban renewal objectives. The MSAR Government will enhance top-level design, implement systematic, and phased measures – starting with simpler tasks before tackling more complex ones. Macao will explore a comprehensive urban renewal model featuring “government guidance, market-based operations, district-specific strategies, integrated utilisation, and a combination of redevelopment, revitalisation, and area-based development”. The aim is significantly to improve the appearance of older neighbourhoods and achieve substantial breakthroughs in urban renewal efforts.
二是開展城市體檢，完成都市更新專項規劃。有序梳理並構建老舊樓宇資料庫，摸清老舊街區資源底賬及空間現狀。訂立都市更新的相關原則，開展片區規劃、小區規劃及社區單元微改造等。
2. Conduct urban diagnostics and complete the special plan on urban renewal. The MSAR Government will, in a phased manner, compile a database of old buildings, and assess the existing resources and spatial conditions of old neighbourhoods. The MSAR Government will establish fresh renewal principles, and conduct district-level, neighbourhood-level, and community-based micro-renewal projects.
三是完善都市更新法律制度。開展《都市更新法律制度》及其他相關法律法規的檢討和修改工作，為都市更新提供更大便利和誘因。
3. Improve the legal framework for urban renewal. The MSAR Government will conduct amendments to the Legal System Governing Urban Renewal and related regulations, to provide greater convenience and appropriate incentives.
四是統籌都市更新資金、資源及政策支持，構建可持續都市更新機制。協調安排好政府資金、企業資金和社會資金等各類資金參與都市更新工作。推動置換房及暫住房等政府資源的合理運用，探討更多元公允的配套制度。調整及擴大都更公司職能，使之發揮平台公司作用。
4. Coordinate funding, resources, and policy support, and establish a sustainable urban renewal mechanism. Macao will integrate government, corporate, and social capital in urban renewal work, make rational use of governmental resources such as replacement and temporary housing, and explore the use of more diverse and equitable urban renewal support mechanisms. Macao will adjust and expand the functions of Macau Urban Renewal Limited to enable it to serve as an effective platform for coordinating urban renewal initiatives.
五是推進對大三巴一帶進行保護性更新活化。在保護世遺景觀完整性的前提下，研究分階段推進對大三巴一帶進行保護性更新活化。選取一小塊區域，推進美化活化試點，為未來的都市更新工作積累可複製可推廣的經驗。
5. Advance the conservation-led renewal and revitalisation of the area around the Ruins of St. Paul’s Church. In line with the need to safeguard the integrity of the UNESCO-listed Historic Centre of Macao, the MSAR Government will study the phased implementation of protective renewal and revitalisation initiatives covering the vicinity of the Ruins of St. Paul’s Church. A small area will be selected as a pilot zone to carry out beautification and revitalisation works, with the aim of accumulating experience that can be replicated and scaled up for future urban renewal projects.
六是加快推動祐漢等舊區舊樓整體更新。做好資源統籌和資金安排，推動“祐漢七棟樓羣”、台山公務員大廈、紅街市原郵局宿舍等地塊重建，改善舊區環境品質，打造示範標桿。優化舊區的基礎建設，推動老舊城區綜合整治，打造六大片區及活化特色商圈，增強區內經濟活力，推進文化商貿旅遊產業融合，促進區內業態煥新和功能重塑，提升舊區居民的幸福感。
6. Accelerate the comprehensive urban renewal of older districts and buildings, such as the Iao Hon area. Macao will strengthen coordination of resources and funding arrangements in order to advance the redevelopment of key sites, including the seven buildings of Iao Hon Estate, the Tamagnini Barbosa civil servants’ building, and the former dormitory for post office workers near the Red Market. These efforts aim to improve the environmental quality of older neighbourhoods and create model projects for demonstration purposes. The MSAR Government will optimise infrastructure in older districts and promote integrated urban renewal, focusing on the development of the six historic districts and the revitalisation of distinctive commercial areas. Macao will enhance local economic vitality by advancing the integration of culture, commerce and tourism, driving industrial transformation and functional renewal. Ultimately, these initiatives seek to improve residents’ sense of wellbeing in older neighbourhoods.
