The Chief Executive, Mr Sam Hou Fai, on 11 August published a signed article in Chinese titled “New Blueprint, New Journey, New Opportunities – Striving for High-Quality Development during Macao’s Third Five-Year Plan” in China Newsweek.

四、強化內聯外通，更好融入和服務國家發展大局
IV. Strengthening Internal Connectivity and External Links: Better Integrating into and Serving the Country’s Overall Development
澳門是一個國際性城市。“三五”時期，澳門特區政府將更好發揮背靠祖國、聯通世界的獨特優勢，以打造國家高水平對外開放重要的橋頭堡和打造中西文明交流互鑒的重要窗口為目標，更好融入和服務國家發展大局。
Macao is an international city. During the period of the MSAR’s Third Five-Year Plan, Macao will better leverage its unique advantage of being “backed by the motherland, connected to the world”, and strive to become an important bridgehead for the country’s high-level opening-up and an important window for mutual learning and exchanges between Chinese and Western civilisations. Macao will better integrate into, and serve, the country’s overall development.
積極參與高質量建設粵港澳大灣區。積極推動重點產業與大灣區其他城市深度協同，攜手廣州、深圳、香港，構建具有國際競爭力的現代產業體系，加強科技創新聯動，打造優質生活圈。
Actively participating in the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area. The MSAR Government will promote deep industrial collaboration with other Greater Bay Area cities, working with Guangzhou, Shenzhen, and Hong Kong to build a modern industrial system with international competitiveness, in order to enhance technological innovation synergies and to build a high-quality living circle.
加強與香港合作。加強與香港在經濟、民生、教育、文化、體育、司法、廉政、公務員交流等領域合作，發揮作為國家高水平對外開放平台的作用，為國家“雙循環”新發展格局提供支撐。
Strengthening cooperation with Hong Kong. The MSAR Government will enhance collaboration with the Hong Kong Special Administrative Region in areas relating to economic matters, livelihoods, education, culture, sports, justice, anti-corruption practices, and civil service exchanges. This will enable the two SARs to leverage their platform roles for the country’s high-level opening-up and for supporting the country’s “dual circulation” development strategy.
拓展中葡（西）平台功能與內涵。發揮澳門作為中國與葡語國家間的“精準聯繫人”作用，強化商貿合作服務平台功能，支持澳門和內地企業拼船出海“走出去”拓展海外市場，同步把更多葡語國家的企業及投資項目“引進來”。積極將中葡平台功能延伸至西語國家，透過中國—葡語（西語）國家經濟貿易服務中心，以及中葡（西）經貿發展基金等舉措，加強經貿往來。
Expanding the function and profile of the China-Portuguese (Spanish) -speaking countries platform. The MSAR Government will enhance Macao’s role as a “precise connector” between China and Portuguese-speaking countries, strengthen the MSAR’s positioning as a trade and economic services platform, support Macao and Chinese mainland enterprises in joining forces to “go global” and expand into overseas markets, while simultaneously “bringing in” more enterprises and investment projects from Portuguese-speaking countries. The MSAR Government will actively extend the platform’s reach to Spanish-speaking countries through the China-Portuguese (Spanish) Speaking Countries Economic and Trade Service Centre and the China and Portuguese (Spanish) Speaking Countries Economic and Trade Development Fund, with a view to strengthen economic and trade exchanges.
積極參與和助力國家共建“一帶一路”。以“國家所需，澳門所長”為原則，不斷提升澳門在國家對外開放中的功能與作用，打造澳門參與高質量共建“一帶一路”的標誌性項目。持續善用歸僑僑眷的橋樑力量，進一步擴大對外交流合作網絡。
Actively participating in and supporting the “Belt and Road” initiative. Guided by the principle of “serving the country’s needs, delivering Macao’s strengths”, Macao will continuously enhance its role in the country’s opening-up, creating landmark projects for Macao’s participation in high-quality “Belt and Road” cooperation. Macao will make full use of the bridging role of returned overseas Chinese and their families in order to expand Macao’s external cooperation network.
打造中西文明交流互鑒的重要窗口。發揮中西薈萃的文化優勢，更好發揮“一基地”平台作用，深化國際人文交流合作，大幅提升“文化澳門”的影響力，彰顯澳門在國家對外文化交流中的獨特作用。
Building an important window for mutual learning and exchanges between Chinese and Western civilisations. Leveraging Macao’s cultural strengths as a meeting point of East and West, the MSAR will deepen international people-to-people exchanges, significantly enhance the influence of the “Cultural Macao” vision, and highlight Macao’s unique role in the country’s external cultural exchanges.
澳門，這座歷經近五百年中西文明交融互鑒、和諧共生的濱海名城，將持續在國家與時代發展的浪潮中煥發獨特光彩。
Macao, a coastal city with nearly 500 years of harmonious East-West cultural exchange, will continue to shine uniquely amidst the tides of national and global development.
澳門是全球最開放的貿易和投資體系之一，擁有“一國兩制”的制度優勢，享有自由港、單獨關税區地位，實行簡單低税制，是全球企業税賦最低的地區之一，是理想的投資營商福地。澳門特區政府熱誠歡迎海內外投資者把握“三五”規劃釋放的政策紅利、市場機遇，投資澳琴，投資未來！
Macao has one of the world’s most open trade and investment systems, enjoys the institutional advantages of the “One country, two systems” principle, and benefits from being a free port and a separate customs jurisdiction. With a simple tax regime, Macao is one of the lowest taxation jurisdictions in the world, making it an ideal destination for investment and business.
