II. Deepening Macao-Hengqin Integration and Advancing High-quality Development of the Cooperation Zone in Hengqin
高質量推進橫琴合作區建設是推動澳門經濟適度多元發展“破局”的關鍵。
High-quality development of the Cooperation Zone in Hengqin is key to breaking new ground in Macao’s appropriate economic diversification.
澳門特區政府將以科技、教育為引領，深化澳琴一體化發展，推動澳琴經濟高度協同、規則深度銜接、各類要素高效便捷跨境流動，努力實現2030年合作區文旅會展商貿、中醫藥大健康、特色金融、科技研發和高端製造產業合計的增加值佔地區生產總值65%或以上，促進澳門經濟適度多元發展取得更多新成效。
The MSAR Government will leverage science, technology, and education to deepen Macao-Hengqin integration, promote high-level economic synergies, enhance alignment of rules and mechanisms, and ensure efficient cross-boundary flow of resources. By 2030, Macao aims for the combined value added of tourism, cultural activities, MICE, commerce, traditional Chinese medicine (TCM) and other health services, specialised finance, technology research, and advanced manufacturing to account for 65 percent or more of the GDP in the Cooperation Zone in Hengqin, thereby making further progress in Macao’s appropriate economic diversification.
深化“澳門+橫琴”一體化發展。緊扣“澳門+橫琴”新定位，推動完善粵澳共商共建共管共享管理體制。深化規則機制“軟聯通”，加強澳琴規則銜接機制對接，營造與國際高標準規則相銜接、趨同澳門的法治環境。積極探索更加開放、便利的分線管理政策。加強澳琴輕軌和基礎設施“硬聯通”，打造澳琴國際教育（大學）城、澳門國際機場橫琴前置貨站、中國—葡語（西語）國家經濟貿易服務中心、琴澳創新產業園區等標誌性工程與產業空間載體。
Strengthening “Macao + Hengqin” integrated development. Aligned with the new positioning of “Macao + Hengqin”, Macao will push forward effort to refine the Guangdong-Macao mechanism of “mutual discussion, joint construction, joint administration and shared benefits”. Macao will deepen institutional connectivity in rules and systems, aligning Macao-Hengqin mechanisms with high international standards, and creating a legal environment in Hengqin similar to that of the MSAR. Macao will actively explore more open and convenient “tier-specific” management models for the Cooperation Zone in Hengqin. Macao will enhance physical connectivity through the Light Rapid Transit network and other infrastructure projects, while developing landmark projects and industrial spaces. Examples include: the Macao-Hengqin International Education (University) Town; the Macau International Airport Hengqin Upstream Cargo Terminal; the China-Portuguese (Spanish) Speaking Countries Economic and Trade Service Centre; and the Hengqin-Macao Innovation Industrial Park.
加強澳琴產業聯動。澳琴協同打造世界級旅遊度假區。推動澳琴“一會展兩地”模式常態化。支持“澳琴共建微短劇拍攝出海基地”建設。共建跨境電商樞紐，推動澳門及葡語國家產品經合作區高效進入內地市場。
Enhancing Macao-Hengqin industrial synergy. Macao and Hengqin will jointly develop as a world-class tourism and resort destination. The “Multi-Venue Event” model will be normalised. Macao will support the establishment of a “Macao-Hengqin joint micro-drama production and export base”. A cross-boundary e-commerce hub will be jointly built to facilitate the efficient entry of Macao and Portuguese-speaking countries’ products into the Chinese mainland market.
創新發展中醫藥大健康產業鏈。推廣中醫藥產品“澳門註冊+橫琴生產+海外銷售”模式，並逐步拓展至化學藥、生物製品及醫療器械等領域，積極引入內地及國際知名企業。鼓勵企業用好高校中醫藥區域技術轉移轉化（粵港澳大灣區）澳門分中心平台，研發及孵化澳門品牌的中醫藥產品。以保健養生為主題，發展高端健康管理與醫療旅遊服務。
Innovating the traditional Chinese medicine (TCM) and “Big Health” industrial chain. Macao will promote the “Macao Registration + Hengqin Production + Overseas Sales” model for TCM products, gradually extending it to synthetic chemical medicines, biologics, and medical devices, with a view actively to attract renowned domestic and international enterprises. Enterprises will be encouraged to make good use of the Macao Sub-center platform of the University Regional Traditional Chinese Medicine Technology Transfer and Translation Center (Guangdong-Hong Kong-Macao Greater Bay Area) to research, develop and incubate Macao-branded TCM products. Focusing on wellness and health-preservation, Macao will develop high-end health management and medical tourism services.
共建澳琴跨境金融新格局。持續推動業界參與多功能自由貿易賬户（EF賬户）試點。支持合作區資產管理機構落户澳門開展業務，並充分利用合作區合格境外有限合夥人（QFLP）機制，引導澳門及境外資金參與內地基金市場。
Jointly building a new landscape for Macao-Hengqin cross-boundary finance. Macao will continue promoting participation in a pilot scheme for electronic fence or multifunctional free trade accounts (EF Accounts). Macao will support asset management institutions in the Cooperation Zone in Hengqin to establish operations in Macao and make full use of the Qualified Foreign Limited Partner (QFLP) mechanism to channel Macao and overseas capital into the Chinese-mainland fund markets.
共育高新技術產業。發揮全國重點實驗室等平台優勢，打造“研轉投孵”融合的研發轉化平台，構建“澳門研發，橫琴轉化”科創生態。推進“澳琴產學研聯合資助”計劃，拓展“橫琴產業出題、澳門科技解題＂合作模式，支持科研項目在合作區落地轉化。
Jointly cultivating high-tech industries. Leveraging platforms such as State Key Laboratories, Macao will build integrated “research-to-investment” incubation platforms to foster a sci-tech innovation ecosystem under the model of “Macao R&D, Hengqin Transformation”. Macao will advance the Macao-Hengqin joint research funding scheme and expand the cooperation model of “Hengqin posing the challenges, Macao providing the sci-tech solutions”, supporting the transformation of research projects in the Cooperation Zone in Hengqin.
橫琴連接澳門國際資源，聯通內地廣闊市場，具有分線管理、“雙15%”税收優惠、新增境外直接投資免徵企業所得税等特殊政策優勢，正在成為開放的高地、投資的熱土。
Hengqin connects Macao’s international resources with the vast Chinese mainland market, benefiting from special policies such as a tiered customs management system, “double 15-percent” tax incentives, and exemption from corporate income tax on new outbound direct investment. The Cooperation Zone in Hengqin is becoming a hub of openness and a hotbed for investment.
